Is it 'safe' to download BT files in Singapore. I'll be relocating soon and would like to continue downloads of popular tv programs from the US. Can?

What do you mean by "safe"? You'll find that sites that the gov't deems inappropriate are blocked. Who knows if they record the IP's of people surfing to unblocked sites? I doubt it. IP's vary too much.

Assuming the TV programs you are planning to download are available on FTA broadcast in the US, there should not be any copyright issues. Censorship issues on the other hand...well, just don't invite any overtly prudish friends over when viewing.

Actually, there are only 100 or so blocked sites. And a large majority aren't even sites today. It's just a token thing as sites often change there url's so it's virturally impossible to maintain. Hell, even Google can't keep up with indexing sites. But it looks like 3 people here just got busted with illegal uploading of songs (~20,000) acccording to todays paper (using IM I believe). They had been warned and changed their nicks but not their IP's. Deserved to get caught in my books.

how about downloading US comics from BT ?? is it considering a copyright infrigment here ???

of course it's copyright infringement. That's not the real issue now is it? The issue is whether you are likely to get caught and prosecuted. These days, the most risky DL is music. I've never heard of anyone prosecuted for downloading comics.

I doubt if there is any problem BT stands for British Telecom which owns the majority of the telephone network in the UK. BT is my ISP and provides two telephone lines including the broadband service to The Internet. I will spare you the details but in some ways they are or were closely affiliated with the government anything illegal is not very likely despite that. The same can be said of many other ISP's in the UK. I doubt if you have much cause for worry but that said be aware of the different laws pertaining to different countries since I know Singapore bans all forms of pornography for example so you may find what is alright us here is not alright for Singapore - same as when you walk through customs carrying a video. If you need any more information PM me and I will try to find the information you need.

Bit Torrent is a p2p file distribution network that works on somewhat different principles from Kazaa, Limewire, etc etc.

You need to be careful with the amount that you download. If you download many gigs worth of avi files of ripped TV shows, for example, then you may get flagged on the local ISP's system. (Starhub, Singnet). Right now they're primarily cracking down on MP3 sharers, but it'll only be a short time before they go after people downloading TV programs as well.

But you'll get a cease-and-desist letter before any unfriendly knocks on your door.
