how can a employment pass holder bring his dependent sibling (handicapped) to stay with?

This would probably depend on where you are coming from. In your case, I wouldn't seen it happening too soon as Singapore is pretty much fed up with spammers from Chandigarh, India. Especially with nicks that appear to nothing more than a probe to see if spamming is possible here. It isn't. :wave:
