advice regarding ns deferment for university studies

I'm asking on my brother's behalf. He has been living in China with our parents due to my fathers job. He was there since he was 6 and studied there ever since. He turned 17 this year was accepted in one of the top universities in china and also received an all tuition expenses covered scholarship. My parents had no idea about the policy change regarding ns deferment till now, when he is asked to signup or enlist whatever. I'm not too sure too as I lived away from home since I was 16 and was overseas ever since. Certainly I had no idea about this either since I'm a girl. But anyways I heard from my parents about this problem my brother is facing and from what I've read so far, chance are slim to none that my brother will be granted deferment. But there has been quite a few discussions regarding this matter in this forum. So I'd like some advice on how to proceed and whether my brother could appeal and to whom he could appeal. It's not just that his studies would be interrupted but also more that the scholarship would be quite a big help finances wise and it has a time limit. He could defer his studies but I don't think the scholarship would wait for him.
