Entry on STVP while LTVP application is pending

Hi...i am working in singapore on EP....i have applied for LTVP for my parents few days back...status of LTVP application is still "pending"
Now, my parents are supposed to travel to singapore in the coming week....will they be allowed to enter singapore on STVP while their LTVP application is still pending?
