The information for some courses online is misleading. ONLY Singapore Citizen's get a SkillsFuture credit that they can use for approved courses. PR cannot. I would recommend Pfizer or Moderna. However there is no clear way yet to show you've been vaccinated. There was some discussion about IATA having an App that Singapore may use for verification but that seems to have stalled.

Singapore has a long memory, they know exactly why your parents gave up PR and see no reason to reward such behavior (which granting your PR would be seen as). Also no point applying until your husband has 3 tax returns done.
