I would suggest you take a look at what portion of the population can save (and does save) those amounts. If you are above those levels you don't have a problem; just save/invest in any account. I'm in Oil and Gas. The govt support for upstream is pretty pathetic. They've lost WFT, SLB and a few other major service company HQ's in the last decade and don't care it seems. I think BH are looking at moving out too.
