Westerners don't have much hope now. The stats are against us because of the lower % of 'others' in the pop'n means a very low approval rate for PR. Actually ica says that I am eligible for PR. The process has been changed from end of 2017. There is a small nuance “Singapore PR sponsorS” which opens up anyone with relation to send my application on my behalf. see the screen shot attached.
