You and everyone else, Thailand seems to change their mind and the rules twice a day. As far as I can tell the Visa on Arrival changes only applied to 21 countries where you had to go to the VoA counter in the airport on arrival. so ....... if Sg airport is shut (+ferry) then you become over-stayer ? If they don't pass through immigration then they should not get hit by the Singapore restrictions so as long as the tourist can go directly to T1 without passing through immigration they will be OK. There is a baggage storage place in Jewel (level 1) so if you can't check it through you can store it there until you are ready to leave again. Not actually used it myself so don't know what the prices are like.

No ANZ ATMs anymore, DBS bought out ANZ retail banking last year. You can use Bank of China ATMs as well. I've got an HSBC account, banked with them in the UK so was easiest to get an account here, and tend to use Citibank ATMs as they are at a fair few MRT stations so are easier to find. As SE says...
