I think there is something called as debt consolidation plan with all banks. You can call your bank and find out your options.

Medical expenses in Singapore are very high and Indians are usually cheapos and don't buy insurance. Maybe insurance in Singapore doesn't even cover old people. So maybe the govt doesn't want hospitals in Singapore to be loaded with old foreigners who don't have enough money to pay for the expenses....
