I would say all challenges can be overcome, and as long as he has a legal right to live and rent here (a pass at minimum LTVP) then all obstacle can be sorted. Tax is cheaper, but School fees are a killer, rent is high and cars are prohibitively expensive. Try to get the company to pay as many of these as you can, but be aware most of us here have none of these things paid for.

My friend lost her job last Jan, she was on EP and her daughter was studying in an IS under SP. Apparently she was able to get an LTVP under her daughter's SP. Dont complain too much, CBP is much better than it was a few years ago, and there are now some decent places to eat and drink.

Look at the hedges and roped off areas by the signature to realise that the people putting those up have no clue

I think your actual chances of getting a PEP without residing here and having an existing job are quite low. I would add to that, depending on your race and experience, it may not be worth your time. If you get an offer, companies expect to do the paperwork for an EP and it is most likely less time ...
