Although it is a restricted license, I'd try for it anyway... you never know. This is not a learner's permit like the G1, it allows you to drive independently. In Singapore, newly licensed drivers used to have to display a P plate... I don't think that is the case any more.

I had the same circumstance, except MoM had typed the wrong address into their system so my EP IPA didn't get delivered. I made a trip down to MoM, took about 15 minutes to get a second letter issued to an updated address.

I don't think modern countries allow renunciation without proof of second citizenship now. US has no such rule. You should definitely ensure that you will become a Singapore citizen before beginning the renunciation process, lest you end up stateless.
