In case you receive Singapore scholarship, you need to inform them (MFA) that you have done the course, ask for a flight back ticket and then only after that MOM can proceed with your EP app.

I dont think he is talking about tailoring the application. Basically, he is just trying to evaluate his application. I think junior positions in banks (fresh graduate, mid-entry etc.) will start with something + 'analyst'

I heard no Vietnamese got PR since 2010 except one case but he is VN with Chinese race. I myself applied in 2011. My profile might be more like your bf (local graduate, IT field, salary about the same range, little experience) but I got married and in the end it was rejected after a year of pending....
