Have you considered using a friend's address in the US to open your account? No need to receive mail there -- just opt for electronic notifications & e-statements. There are many places in Singapore where you can find 小笼包。
However, for dumplings in general (like 水饺) I prefer the little Dong Bei shops (东北小吃) in Chinatown.
