Thanks for your quick reply @singaporeflyer. The FIN number starts with G and appears right under my wife's name in the application status checker screen. This looks like a breach of contract by the owner.
You are within your rights to vacate the place.

Inform of your decision on email to the owner if not already done so. Most likely he is not going to return the deposit, advisable to move this to SCT if he continues to be non-cooperative.

IMO, I think the employer is legally bound to the consent form since he's signed it. No I disagree. Consent can be withdrawn. I'm not surprised actually as original FDW employer obviously woke up to the fact that there are no new FDW coming in. You will most likely have to find a new transfer FDW. ...
