Singapore PR is not really "permanent" at all. It can be yanked at any time and for most any reason, chiefly that you don't have a job. Yes, you need a step down transformer that is at least 1380 watts. In actuality, you'll want a reserve built in, so at least 1500 watts, preferably closer to 1800 watts.
