Was your wife's PR approved as a PTS PR or a Family Ties PR (which I suspect is the case) If she was approved based on Family Ties, that's why the NOA wasn't required.
Mine was approved based on family ties most probably.

Thanks for your reply. Buy HDB flat first is a good idea, the only reason can’t do that is wife obtained PR one year ago, still need to wait two more years for two PRs to be eligible to buy HDB. For the long term commitment to stay in Singapore, if it helps, both of us are on university Scholarship...

Resharing for all as a motivation! PR for my wife approved! We applied on 2 Aug 19 and got our IPA letter by post on 6 Nov 19! Difficult to get it approved. ICA people can read all your evil thoughts. If buying HDB is the only reason you want to apply for Citizenship, the ICA officer will be able to tell and for sure your application wont be approved. Alot of times, salary and education is not that important. It seems like ICA favours those who have roots here, or plan to start a family here and will stay long term, thus higher priority.
