I did forget to mention what someone else told me, in fact, about going straight to the HR managers and ask for a chat/coffee. Apparently it's the way to do it here (londonsg, your new strategy might bring you the results you need!) but I for one have not implemented it in the couple of weeks after ...

I noticed there are a lot of "tuition centres", I don't know how else to describe them, which I think support school kids in becoming more proficient in some subjects. I know of some foreigners who got jobs tutoring, though it was because they had a specific skill (e.g. teaching a foreign language)....
