The rejection was probably due to the fact that you were not in Singapore more than 90 days in a year. AND When you were overseas, you probably were not on the Singapore payroll, hence not considered to be an expat from Singapore (many companies did that during the crisis to reduce costs). 100% of Indian descent I know who applied got their PR.

Of course they made the basic conditions, like earning at least $10k a month for at least a few years (and paying the relevant taxes) with a MNC in a white collar job. The amount of income required increases with age.

Hmm not sure if you guys are aware... If you are refused entry to Singapore, you can buy a ticket back, or get deported back. If you're lucky and the officer allows you, buy your own ticket, will cost you some money. If you're rude, loud, think you're entitled to enter Singapore, you will get deport...

You are going to have a rough time sorting this one out as you lied on a government application. That is fact, regardless of what may or may not have happened previously when rejected by ICA.
