Yes, my family is not in Singapore (no LTVP/DP yet). It will be first time when (if) I raise a DP requests for them. So long story short -> I cannot claim any reliefs as they are not "Registered" dependents.

Just to close this one. I am in Singapore and brought my desktop parts without any troubles. I only brought Motherboard, Processor, HDD and RAM. I will buy Monitor, cabinet and PSU here itself.

Your EP is valid from the date of entry into the country. Let's say you enter into the country on April 4, 2018. After arriving, you go pick up your EP. Your effective start date is April 4.
