1. Nationality aside, as SG government has to keep a balanced ratio between different races. 2. During your stay in SG, you applied twice and got rejected twice I guess? Thank you guys very much for your detail explanation. I am just confused because in the letter of rejection, MoM indicated the reason that I am not eligible, however the SAT tool resulted that I am. It's just inconsistent kind of thing. Even though I completely understand that SAT result is not off...

Just submit your application online and you will directed to the appointment booking page. 6 months away is quite normal. 18 months is really short actually. Very very few cases are heard they PR be granted to those staying less than 2 years now.
