All residential areas in Singapore have something going on for babies & kids - there are classes/playgroups at all malls & community centers.
Therefore better to choose your residence based on other factors such as work location / time to commute / proximity to MRT / expat favored area etc etc..

Was thinking the same, that it's quite bad publicity for NS that a celebrity-of-sorts is in ICU due to reservist. But in a country where (a) population is limited, and (b) majority culture places emphasis on $$, prosperity, consumerism etc, I imagine there will be very few takers for full-time army ...

You may apply for a multiple-entry tourist visa for your baby and use it to enter SG, however i would really not recommend it as you would need to exit SG in 30days & re-enter - it is a hassle with a newborn. Assuming that you are on EP, your wife is on DP.
You need your child's DP to be approved before you arrive in Singapore, i.e. your wife should have the child's IPA letter with her along with child's passport to be able to enter Singapore. The IPA basically serves as the 'visa' to enter.

If your husband is on EP, then you should have gotten a DP - dont understand how you got an LTVP in the first place :-k DP is for spouse & kids, LTVP is for parents of EP holder. Or is he on PEP..? Sorry can't help you with questions 1,2,3, but regarding 4 - the landlord's address is not mentioned even in my TA, but I found it mentioned on the Letter of Intent that I signed prior to the TA, so maybe check your LOI if you have one ?
