The box only allows you to upload if ica requires something from you. I clicked on the option and it said ica does not need any further documentation at this time.

I was rejected in 2017 but a few changes to my profile like I had more kids ( twins boy and a girl ) , bought a commercial property etc ) and longer duration of stay ( touching 6 years now ) I too would think maybe some slots to empty out before approving...
