Go to ICA with the Singapore birth certificate and UK passport. Head up to the Citizen Services and then get a ticket for Right of Entry endorsement. Assuming you still have your licence can you not just provide a scanned copy? Of course if it has expired then you are stuck. Used to be possible to do it from abroad, but no longer.
