SMS is correct in his interpretation. If i were to guess, he applied as a family unit (PR & SC). Also contrary to public opinion (here), i do not think salary counts as much when it comes to these applications.. at least not anymore. They can onboard a billionaire from China/India who owns a company...

one step at a time. get to singapore - either fresh Work permit, or sponsored LTVP. from there, re-assess on when to apply for PR. What about ... Staying in an area where there are lots of Singapore Chinese. Having multiple Singapore friends vouch for you via recommendation letters. Learning Chinese and converse it in fluently.
