Besides, how does one monitor let alone enforce a 15km/h speed limit? Perhaps a nationwide roll-out of bike speedometers? with the potential lead-up to ERP-like gantries?

I think the upset is with the perceived double-standards between Thaipusam and St Pat's. The privileges I mentioned refer to the closure of roads and permission for al-fresco drinking for SPD, which were far more muted in the case of Thaipusam.
