About 4 times my PR got rejected, after rejection in 2017, now applied again during August 2019. Unfortunately I believe you've already answered your own question. Strong Eagle covered it. Unless you are a Singapore citizen or permanent resident, you will need an EntrPass/employment pass/work permit to lease an apartment. Simple as that I'm afraid.
