It's to the advantage of the local and expat landlord population.
Only when we see someone notable and embarrassing for the Singapore govt stitched up will this change. This is partly why local landlords are not keen to rent to certain parties who have influence.

This is pretty much standard practice here. Nothing you've written is out of the ordinary. You're actually fortunate that she even presented your offers. The issue is that there is no overriding tenancy act or rental act in Singapore.

I should add that there are additional burdens on being a US Citizen that may make this unpalatable. The foremost being taxation on capital gains (AFAIK).

Actually I don't think it's a problem and you're in a very interesting situation where you can buy a property cheaper than a PR!. The FTA is there. There is no rule stopping a PR having dual citizenship. I wouldn't change the passport your PR is linked to but use your US citizenship to request an AB...
