I think you have a chance since you were approved for PR on 2014 when PR approval has already been tightened.

It depends on the contract you signed.
For many foreigners who work in Singapore, they are signed on local contracts meaning the employer does not assume any cost relating to relocation, repatriation, lodging, and others.

You will have to compete with candidates from India and the SEA countries. Your chance is greater if the position you are applying for requires a niche skill set.

I think that is the standard rejection template people get nowadays. It is not indicative of future chance of success. So you can apply if you feel you have a material positive change in your profile.

This is not usual in my experience. Probation is only at the start of employment because you are still an unknown quantity at that point. I love that app. I seldom go to the library now. Some popular books (those on recent bestseller lists) will have a long wait time but you will be emailed when the book becomes available and it will automatically be accessible on your app.

You can apply for LTVP directly. PMLA helps to assess your chances of being granted a LTVP before marriage.

The new e-rep system which was introduced last year may have injected some kinks into the system. It is possible that the ease of application (now online) encouraged many people to apply thus extending the processing time. It could be due to
- the interruption of your stay in Singapore.
- your ethnicity/nationality
- your financial/educational/professional profile is inferior to other applicants at that time
- any or all of the above
