As far as I know, there is no automatic PR approval in Singapore. In your case, you must apply for it under family ties with your wife as the sponsor. As long as the government sees that your marriage is not of convenience, then there should be a good chance of approval.

The forms used to be easily found in the all forms section of the ica site but i could not find it now too. These changes is probably due to the new online application procedure for PRs.

Look at the MOE website for school registration procedures for foreigners. To summarize, P1 must go through P1 registration exercise which has 3 phases. For my application, I got this info from our HR and submitted it. Our HR department is used to employees who go for SC application and has readied this info for our use. But we are a public company. I am not sure how it is with private companies.
