I see Australia is talking about trying to become "Covid 19 free". I think Singapore / Taiwan and NZ have a chance of doing the same. So there was a workpass holder who got revoked. Seems he worked in "essential services". After his shift, he went to dinner, but then stayed out until after midnight. Actually even when the beach (East Coast Park) was open, there was a large sign about what was and wasn't allowed. Fishing was specifically called out as not being allowed.

Aside from our resident troll's "limited knowledge" the only one I remember was not an EP/WP holder but a PR who had his Re-entry permit shortened but that was due to not declaring recent travel which was pretty dire under the circumstances. Same observations. The small park connector which runs along Haig Road has been at 3-4x as many people as normal. It's a narrow PC, maybe 4-5m wide with walls on either side for half of it, so people were definitely not 1m+ apart.

The EP has not yet been approved and issued yet. He has no residency therefore he cannot rent legally. As long as all he holds is the IPA then he is not yet resident (the IPA is good for a maximum of 6 months I believe and if not taken up by then it is withdrawn). You have to be present in Singapor...

Can you get the employer to cancel the EP? But I still don't think this will help. Just because you can't legally reside in a unit doesn't preclude you from having a lease. For example, look at the expat clause. Generally after 12 months, if you leave SG, you are off the hook for the rest of the lea...
