i thought he said the visa is still not expired - so where is the question of visa on arrival?. He/she still has a valid visa - so they can enter - but how many days they can stay (i.e stamp) is decided by the officer on the desk...

did you check the reference number you provided/name for any spelling/accuracy. That may be a reason.

again - for the record - i have only spent half the time in Singapore than SMS. so, i only qualify to be half the 'as much local as SMS is'.
