I'm still appalled by this question - Why is it only made known to MOH in August after discovery in April/May, and then to the public now (after the elections)?

Sounds likely to me. Add -> 'Lack of ownership of responsibility' [cue: pointing of blame].
It might be an example of serial disbelief that something unplanned for is happening, and being terrified of reporting it until they could categorically say they had it resolved.

[I see some unfortunate 'sacrificial-Pinay' (or similar) on the horizon... ]

Same shock that was seen when SQ006 happened ...

As for sacrifice, my nursing friends say not likely ... details are still sketchy though.
