need salary advice

Fortunately I've got a job offer from an international institution (not a company).

I'm a Senior software engineer with 8 years experience.
I have a master degree of Information system management taken from Europe.

They offered me SGD110K(Basic)+ 15%'s pension fund = total 130K/year.
Plus medical allowance just for me.

Is it a proper salary for my experience in Singapore?

I'm with my wife, no children yet.

It's an ok/avg offer. Maybe could be 10-20k higher on the base but it's in the average range. Developers can get paid $70-$200k+ depending on your niche. A html or bog standard j2ee dev will be to the bottom of the range and if you work for Google writing social graphing algos or in electronic trading for a bank you will be towards the top of the range.
Can you share a bit more about the area you work in and I can advise better.

Pension fund ? You mean they will add 15% to your basic pay ?

agreed. this is an OK offer - not bad, but could be better - depends on your speciality. developer for a bank? front office? back office? developing new software/innovations for a major enterprise software co? a major tech co? if so then 150-200K year.... or a more commodity skillset (HTML, JAVA?), or for customizing ERP? then perhaps more around 75K-100K....

I use the PEP salary minimum as a benchmark to what the government considers a 'top' salary. If your offer is above $144,000/year fixed ($12,000/month), then my take is that you're in the bracket that the government considers to be higher-income.

No, mnc banks offer pension fund, that invest in bonds and stocks funds, for expats to bring us on par with cpf.

I'm on the negotiation process now. It turned out that they don't provide neither relocation packages and housing support.
So, All I've got is 115 SGD+15% fund and insurance company just for me so far.
Is it possible to contract without relocation package? I'm not in sigapore now.

Many people relocate themselves with minimal or no assistance. That salary is much higher than average in singapore, but we don't have any idea where you're coming from (location or salary wise) nor what your life style expectations are. So it is hard for us to tell you if it is "possible" or not.
