Dear all,
I am Chinese nationality with Singapore PR, while my husband is French nationality with neither PR nor EP.
I was working in Singapore and after marriage, I joined my husband in France. Now, we are thinking of moving back to Singapore to work and I have a job.
I would like to know:
1) what kind of visa my husband should apply in order to find a job in Singapore?
2) Can he apply it in France before living?
3) how long time it takes before he can get the right visa so that he can start looking for a job in Singapore?

He can LOOK for a job on any visa, e.g. a Visitor Pass which he will get on arrival (usually 90 days for EU nationals) or a LTVP, which he needs to apply for in advance but can be valid longer.
But he CANNOT work on this!

Not sure I agree with this. You can apply for an LTVP from abroad but I don't see that as a requirement. I got my initial LTVP of my last stint whilst in-country and on a standard SVP (that said I had an EPEC, but no - at the rules of the time - spousal connection to rely upon).

Agreed. And importantly your emphasis on the employer applying for the EP rather than the applicant himself. I'll elaborate further on the OPs other topic/post.
