Hoping someone can shed some light. We have been in Singapore about 4 months and plan to apply for PR under PTS.
I have a little unique situation in that i have some missing papers namely degree (got it in 1989 in pakistan and the college does not exist so cannot get a copy).
Birth certificate- I am still trying to get one issued in pakistan- but since i left when i was much younger, the records are hard for them to find- but hopefully i can get this solved.
having said this- I am a US citizen (over 25 years in the US), work for MNC and have been with them for over 10 years.
my basic pay in Singapore is similar to what it was in US. It is about 22k per month but i average about 40k per month when averaged through the year.
I am in IT industry, married with one child.
what are the chances given the missing document?

As you are currently working in Singapore, how did you get your EP?
The same information and documentation is needed for the PR.
Chances are your college is not on MoM's list of approved institutions, so having a degree from there is as good as having no degree in their eyes.
Since you need to live and work here for 3 years before having a chance for a PR (you can APPLY earlier, but you won't get it - read related threads on this forum!), you have enough time to sort out the paperwork.
Aside from the time requirement not yet being sufficient, (24 months minimum but 3 years better), Not having a degree doesn't have any bearing on you problem I would think. If you are earning around 22K/mo then you would be on a P1 visa I was assume. There a degree is not required as long as you are earning in excess of 8K/mo which you are well over.
So, from my way of thinking, you can apply and might well be successful. But if you are subject to feeling bummed out when rejected, I'd just wait until you have been here 24 months at least. I know it says you can apply after 6 months but in the past 2 years we have not seen too many, if any of these happening.
Owning a property is said to help, with those sorts of wages and a desire to stay here in the long-run, I trust you've found a more permanent place to live in?
when i applied for EP, i stated that my B.S is for so and so university but i cannot get the transcript as the university does not exist anymore-
i had complete 2 years in an american university (as part of the program) and the documents for this, i did share in my EP application.
This morning in talking to ICA, they suggested apply at 6 months and submit 3 years of taxes (including USA since i dont have 3 years in singapore). The pay scales were similar and same employer.
They stated, they make decisions on case by case basis anyways so let the officer decide-
They also suggested if i want, i could add referrals letters from local singaporeans (professionals) who know me and are aware of the work i do- this I can do this as i know a few singaporeans
The suggestion on property (one of the replies below), this i would do after i get PR and not really before.
So at this time, i might just try in couple months and see what happens...I am pretty sure i will be rejected, but at least i will get an idea of where i stand.

I'm not sure that they give you exact details on why you were rejected if that ends up being the case. Don't they usually just recommend that you try again in X time?
A few other points the ICA will take in to account when considering your PR application are
1) I'm assuming you are applying for PR for you and your Family? If you have a Son, plus point, a Daughter, virtually no additional benefit to the Gahmen.
2) The ICA will also look at what additional financial benefit the Gahmen will gain by granting you PR. They are already going to whack you for tax so no additional benefit will be gained.
3) Statistically, the majority employees of MNC who are transferred to Singapore are not here for the long haul and are transferred out after a few years. Whether this is the case or not for you the ICA can not form an opinion seeing as you've only been here for 3 months. _________________ the Juban Stand - Facebook
